Tommy Vercetti. I thought he was easily the funniest and most badass of the GTA protagonists. Plus, being voiced by Ray Liotta was never going to be a bad thing. On top of that, I just found him to be the most likeable of all the GTA protagonists we've been given.
In second place would probably be Johnny Klebitz but for different reasons. I thought the biker scene made a brilliant addition to GTA and it was awesome to actually get to play as one of them. Looking back I think the only other time you got to interact with a proper MC was back in Vice City when you had to do some missions for Big Mitch Baker and The Angels.

Tommy was the best of them all...except for the fact that he couldn't swim lol. Hate going back to that game now and forgetting he cant swim then jump in the water to get away from the cops in then drown haha.
Johnny Klebitz and Niko for sure.

Probably Niko. I can relate to him more since he's from eastern Europe. And he looks like my dad.
Niko Bellic is my favorite protagonist in the Grand Theft Auto games. I like Niko Bellic slightly more than Carl Johnson.
I've not played all the GTA games but Tommy Vercetti is a top contender for sure because...

Yeah, took the words right out of my mouth. :P Kidding aside, the humour and the situations Tommy went through made him a very enjoyable character. I ought to replay Vice City sometime in the near future.
Thinking back to it now, CJ was kind of a stereotype of what a black gangster is. He was still pretty entertaining though. For me it'd have to be a tie between Niko and Tommy. I haven't played Vice city in such a long time, I think I need to fix that.

Niko Bellic for sure. He had a strong motive and had a good reason to be a criminal.
I've only played Vice City, San Andreas and half of Liberty City stories (for the PSP, it sucked).
Out of the protagonists of those games I would pick Tommy Vercetti. I thought he was the funnies one. CJ was funny too, but he was more of a stereotype than Tommy.
