Blitting isn't going to let you compile on iOS.
You can work with and test your game in the built-in iOS emulator, however, to actually test on your phone or on a device you'll need to pay the $100 apple certificate.
Furthermore, I could be mistaken but, last I heard, the final steps of submitting the game/app to the Appstore need to be done on a Mac.

okay I saw on adobe's website for Windows saying that I need OpenSSL, and that's to generate certificates, and I wanted to pay the $100 fee but I wanted to make sure I can do all authoring on a Windows Machine.

You can get as far as testing the game on your own device, but submission to the app store may have to be done on a Mac.

You can also do it from a virtual machine on Windows.
