Converting film into frames

I guess this sort of fits under here, but I've put it in general aswell. I would really appreciate some help; I can't find anything online for this.

Basically I want to know if anyone knows how to take digital footage and extract the frames into individual pictures. This is so I can take out every other frame and put it in 2s, which I will paint over. Hopefully this thread is justifiable here, I reckon it is.

After Effects has the option to export videos into png sequences, which gives you a folder with every frame as a separate frame. I'm sure some video editing programs can do that too but I never researched that.

Flash CS6 can generate Sprite Sheet or PNG files of movie clips or Stage content check it out
i am using it for game sprites since i animate using flash.
