I remember referring to that pic when I was doing a Friday Flood thumbnail. I don't what kind of textures you're going for the whole painting, but you could try tinkering with some scatter brushes, starting from a layer of greyish blue then working your way up towards somewhere off-white.
Or you could go more subtle, with some softer cloud brushes. You could get some hints off of this cover.

Looks great with snow, but I agree with lowering the opacity near his ankle to make it look powdery.

It's looking good so far, but keep note of the perspective. His feet are edge-on with the audience. Otherwise, I'm loving the character design and color scheme you have set up; very soft.
