Different network modes.
Multiplayer, everyone sends their data to a single player, the "host", who ultimately decides the actions in the match, then sends them back to everyone. So if the host doesn't see it, it never actually happened. Lag here is from issues with sending/recieving from host, which is why only you lag (unless you got selected as host, then everybody will lag).
Single Player and Firefight/Spartan Ops (FF/SpOps are the same thing), everyone is the "host" basically and in addition, all the data shared MUST sync up, so the game will halt until everyone's on the same page, thus lag.
