Battlefield 1942 was the first game to have classes (predating Call of Duty by 13 months); Call of Duty: Modern Warfare was the first to have perks.
Halo has had classes since Reach, which was fine because everyone the same classes available (except in Spartan v. Elites). Halo 4, like Call of Duty, generally allows people to have more powerful weapons as they hit higher ranks, turning Halo 4 into a game of rank and loadout selection rather than a game of skill.
And since you brought it up, yes, Halo 4 does now have perks. It borrows other 'features' from CoD, too.
- fast gameplay with quick deaths (like Call of Duty)
- killstreak rewards (like Call of Duty)
- tactical package and support upgrade (like Call of Duty's perks)
