I made a boardgame when I was 13. It was pretty fun, though I ended up snapping it to prove that the cardboard I glued it to was strong enough to withstand a fair amount of pressure (I was wrong).

If we're just taking "game" I made my own board games when I was 8ish, and my friends and I made a variation of tag called Borg where you assimilate everyone. When you start, one person is "it"/assimilated, and each time he tags someone, they become assimilated and tag the remaining players until no one is left. Assimilated people have to yell "we are borg, resistance is futile" etc, so that everyone knows who is in and who isn't.
For computer games, it's hard to say what counts as "first". I made some slick stuff with RPGMaker2003 (somprasongk bitch!) and starcraft custom map games. From the ground up, I started making some shit games with Visual Basic in programming class as a high school senior, and then half-shit games with GameMaker 6.0 and up. First a beat 'em up about a big boobed girl with a giant axe, and then an early version of Alloy Tengu which is sort of macross but with asteroids steering.
