Now I've turned it off twice already and this is still happening. Every time I change the webpage, or scroll up and down, the track starts skipping like a bad fucking record. What's going on, because it's pissing me the fuck off.

Stop using iTunes. One of their brilliant and unnecessary updates fucked up my music and they refuse to acknowledge that any problem exists.
They offer an all around terrible service.
Why does anybody ever download the updates? They're pointless. Just click Don't Download when the prompt comes up and everything will be fine.
It might be something to do with how the audio files are connected to the song on iTunes. For example, if you moved the location of the audio file of a song then iTunes wouldn't be able to find it and you'd have to locate it.
That's all I can come up with.
Because iTunes is a piece of shit that has never and never will work properly.

Well, I've come to realization that it was indeed the update that fucked me over, so yes, iTunes sucks. Now that that's been established, how would I go about fixing this? Is there a way I could just delete iTunes and it's updates?
Probably because the player has been messed up in some way. Cant you just play the files using a different player thoughor has apple somehow restricted that? I dont use itunes.
Also as others have pointed out itunes is pretty crap.

Yeah, I guess I could. I didn't make iTunes the default player for audio files yet. It's just never given me any reason at all to complain up until now and I've gotten used to it, so I figured I should give fixing it a chance.

It's been doing it for a while now, I would hope that Apple would be quick enough to respond, but I guess not. I just deleted it, now I'm gonna reinstall it to see if anything changes.

I wouldnt go through so much effort to be honest because even windows media player is better. That or you could use winamp.
Just use a different media player
