Jester or not, I will accept you for who you are.
Your submission can be however long you want. However, if you submit a song that is one second long, then I will ponder the question as to why you even considered submitting, and will negatively affect your score.
The recommended instruments are just suggestions from me, but don't let me dictate your musical style. Feel free to surprise me with your own musical concoctions. I will provide the list in this thread soon.

You can submit anything you want for this contest. But remember that classical is the main focus.
You could incorporate some electronic into your orchestral song. The possibilities and options are endless.

And to answer thou with thy questions:
1) You must create a new song that is specifically designed for the competition.
2) The time of the deadline will be 23:59.99
3) I may consider extending the deadline's date, as I know how busy people can get -- but procrastination will ruin thee! If a lot of people want the deadline extended, then I will.

I will carefully consider all aspects of the composition and quality of instrumentation. It doesn't necessarily have to be realistic, but there must be some attention placed into the detail of your instruments. Besides, there's plenty of anime and nintendo style music on Newgrounds, so creating something more unique will help the novelty of this contest -- which is something I hope will retain this year.
As for composition, I would not advise rushing your development. You have plenty of time, so use it wisely. I would suggest focusing on a score that is unique to your character, and hopefully will define your strengths in music (giving it everything you've got will greatly increase the emotional feel of your music). I hinted at this in the intro of the contest thread, but I suppose it is hard to perceive -- if you make an emotional song, and a song with unique orchestral arrangements that are of your own design, you will win this contest. In fact, the first person to make me cry will be knighted!
Darn, I have exams next week meaning I'll be swamped after that. The only possible way I'll be able to enter all things considered is if I manage to complete it before that. Which is going to pretty hard. :/

Yessir. Even if someone submitted a techno song, they would still be considered a contestant. I'm just saying that a film score or some classical period piece has a better chance of winning rather than a modern new age track.
Feel free to use medieval or world instruments if you want
