i was was wondering does anyone know which thread an artist would post to advertise there doing commissions? i can't seem to find the correct thread for this sort of thing

You don't. Such threads get locked, and fast.
However you can advertise that you do commissions in your signature, newsposts, and in the description for each piece. You could make an art thread in the Art Forum and mention that you do commissions. But outright making a thread? Highly frowned upon.
