I have no idea where to start, I would like to find a free programme, I know there are some tools avalible on this site but I have no idea which one will suit this type of game I want to make, any ideas?

Just go through the list until you find one that suits you. There's really nothing else to it; none of the game dev tools are restricted to making only certain types of games as far as I'm aware, so it's more down to how easy you find each one to use than anything else.
Also, in future you might want to use the search bar before making a new thread, since in this case the exact same question is already right here on the front page of Wi/Ht?, with the above link in it too.
if you're interested in making a game using flash, i'd definitely suggest that you check out these flash tutorials - they're very helpful. there are probably a lot of helpful tutorials on youtube too.
if you don't want to go through the trouble of coding your game, you can always use stencyl - it's free and you don't need any prior programming knowledge. but if you do wanna code it, that works too.
