Just another SOPA copycat law, it's old hat by now considering that in America, there was massive amount of controversy and rage against it, which in turn shot down the law into pieces. Although, they will certainly try again, I highly doubt that a bill like SOPA or any of it's copycat laws would see the light of day in terms of being a law in the States.
The Philippines, on the other hand, I probably imagine that they aren't going to be so lucky. While it's quickly becoming an economic power within the region, there are still a whole hell of a lot of problems going on over there, and I really don't know if the people will do much about that law, but I sure do hope I'm wrong about this.
Just stop worrying, and love the bomb.
