depending on the university you go to and the classes you are in. some professors don't like to assign too much homework assignments (either because they don't want to put too much pressure on the teaching assistants (e.g. they happen to be PhD students and have a lot of research work to do and have little time to grade your assignments), or because they believe that students should take the initiative to learn and there is no point forcing you to hand in the assignments)
i think the best solution is: give students some homework to do, but award full marks as long as they have hand in the work and their work is original.
also, for some advanced courses, you may be asked to do some reading assignments (textbook, or papers, or whatever)
