Here are the three most commonly used programs to make games:

You can download the trial version of Adobe Flash here (or the full version, if you're willing to pay). Flash is used to make both games and movies, but it has a steep learning curve. If you want to use Flash, NG has a whole forum dedicated to Flash if you need help.

You can download Stencyl here. Stencyl is an easy-to-use game-making program with multiple tutorials/helping hands to get you started (just don't upload those here). You also do NOT need to learn how to code for Stencyl.

And finally, there's The Games Factory 2. You can either purchase the full version with the above link, or download the FREE Newgrounds edition. TGF2 also has it's own forum if you need help/have questions.

if you're really interested in making a game, i personally suggest the "flash tutorials" collection. you can find it here: http://www.newgrounds.com/wiki/creator-resources/tutorials/f lash-tutorials

it has a lot of helpful tutorials on it, including this one, which teaches you the very basics of flash. if you want to program a game in flash i'd suggest reading up on actionscript tutorials.

or if you just want to make a game without all of the coding hassle, stencylis definitely worth checking out. just a heads-up though, making a game isn't that easy and the games you see on ng that you enjoy (probably abobo's big adventure) have had hundreds and maybe thousands of hours of effort poured into it.
