Use a tablet? How much quicker do you need than a paint bucket that instantly fills an area?

You're talking about using the pen tool.
So, you create a path with the pen and then the path is filled with whatever you specify in the properties panel. Give it a whirl!
I'm not too fond of the way it works in flash, myself, but I love it in photoshop. haha

But you don't want to have to draw lines and fill the space with the paint bucket tool, right? That's when you take the pen tool, specify the thickness, color, and whatever else of your line and then create the path with the pen.
Take the pen, click it once in the spot where you want his arm to begin, then click and HOLD it where you want his arm to end. While holding, you can bend the pen tool line into whatever shape you want his arm to be. Then unclick and a line will be created.
