Before the redesign, there was a whistle that you could "blow" if you found any illegal/stolen/virus containing/etc. flashes or games that were submitted. You would get whistle points if you were right about the flashes and a mod deleted them. Since the redesign, that system was taken away (but rumors say it should be back someday). Now, the only way to change your whistle status (from normal to bronze to silver, etc) is to flag abusive reviews that you find (see pic below pointing at abusive review button). If the review is found to be abusive, it will be deleted and you will receive a point toward gaining a higher whistle rank.

You can upgrade your whistle status by gaining whistle points, and you can gain whistle points by flagging submissions and reviews correctly. I believe the flagging option for submissions has been down since the redesign in February though, so you'll have to stick to flagging abusive reviews (pressing the yellow X at the bottom right of the review).
If you flag things wrongly (flag things that aren't actually abusive), you might downgrade your whistle which could eventually lead to garbage status.
By the way, the number of whistle points you have is secret, so you won't be able to keep track of how many points you have and how many you still need for the next whistle level.

To get whistle points, you need to flag abusive reviews and questionable content. The more whistle points you have, the higher your whistle power will be.
