Usually an expansion in size decreases the quality. The greater the expansion, the greater the quality loss.
This would not be the case however if it is a vector image, as those can expand without compromising quality.
The issue with a pixel based image is that the pixels usually only work if they are at their original pixel size, because when blown up, the image, I find, tends to blur out a bit, unless you're viewing it from far away.
