No. A ghost is a dead human who's soul hasn't left Earth. And God is an incomprehensible and ultimate cosmic supreme overlord who remains outside the boundaries of time itself. God has no end or beginning. A ghost does.

If God exists, it would honestly be hard to say what God actually is. But he's not a ghost or an angel. Though he does have three bodies and one them is the body of an Angel. (Angel = An Otherworldly Formless Spirit.). Otherwise known as "The Holy Spirit.".
