Separate your whole team. Why? In that way Velius can only kill one or two team members. You need also to take care of the Summoner.

I meant throughout the game. Like, what are your ideal tactics for developing a party? How do you develop your characters efficiently while keeping the squad balanced and able to take out any enemy? I had a relatively low level squad compared to what you're describing, so I had to start over since I could no longer level grind.
I lost my save file some time ago, therefore I haven't played the game in a long time. But if I remember correctly:
-Monk is about the best class in the game, so do have at least one Monk in your party. Eventually you could perhaps turn him into a Samurai or Ninja, which are also good classes.
-Get a character who specializes in all kinds of magic (white, black, oracle, time) and eventually turn him/her into a Calculator. Learn all the Calculator skills and then turn him back into some other mage class again. Calculators have low stats, but they learn the most badass skills in the game. Their skills will allow you to cast spells like Flare and Holy on multiple targets for no magick costs and no charge time which can make them destroy enemy parties in one turn.
For the rest, I don't know. Just have a healer, have a tank, use Orlandu and Agrias a lot and you should be fine.

Why restart when you could just backtrack? I finished the game with little trouble using Ramza and a generic as Dragoons for most of it, with another guy as a black mage and Agrias. It's definitely far from the best lineup but it didn't take any grinding and I beat it with little effort. Some of the later unique characters are extremely overpowered, like Balthier and Orlando or whatever his name was.
I'm on my fourth or fifth playthrough of this right now. My current and favorite party is this:
Monk (Ramza)
-Martial Arts
-Mettle (Guts)
-First Strike (Hamedo)
-Dual Wield (Two Swords)
-Move +3
Knight
-Arts of War
-Aim (Charge)
-First Strike
-Dual Wield
-Move +3
White Mage
-White Magicks
-Time Magicks
-Regenerate
-Arcane Strength
-Manafont (Move MP up)
Black Mage
-Black Magicks
-Summon
-Magick Counter
-Arcane Strength
-Manafont
And my fifth character is currently a squire with JP up and bardsong as his secondary ability. I don't know what I want to do with him yet so I'm just unlocking as many classes as I can for him, currently going for Onion Knight and Dark Knight. But if you're playing the PS1 version, then I used a Lancer/Dragoon for my fifth character.
I actually just got through the Velius fight, and with Ramza as a monk with Dual Wield, I killed Weigraf with two attacks, and then Velius only got my time mage with his first attack, and he died before he could attack again.
Also it can be kinda hard to get move +3 on a monk and knight, since you need to get through both branches of the mage classes and then get 1000JP as a bard, so you might wanna settle for move +2 from the thief if you don't wanna do all that work.
Holy inefficient parties batman.

I'm going off of the classic job classes, so bare with me. All of these have blade grasp as a reactionary because seriously, it's pretty much the overall best.
Wizard with summoner secondary. Magic attack up.
Wizard with draw out. Magic attack up. teleport.
Ninja. That one thing that let's you go barehanded like a boss.
Something with math skill and chameleon robe. Completely breaks game.
Any of the special knight classes.
For more of an lol approach go 2 (or 3, I forgot) dancers/bards, with 3/2 mimes. Then lol at all the dances going off

Blade grasp doesn't let you instantly kill practically anyone who attacks you, and then the few who do survive have their attacks canceled anyway.

I have nothing against teleport, I just never use it personally cause I get the feeling I would overshoot it and fail a lot.

It makes virtually all physical attacks useless against you.

Just got 4-5 squares every time. The point of teleport is so you can be guaranteed, if you are within distance, to get optimal positioning for an lol worthy draw out.

Outside of gimmicky uses, such as the dancer combo I posted above, many of the classes are just plain useless as a primary. Archer. Knight. White mage. Mediator. Etc etc. There is just absolutely zero point, outside of JP training, to ever use these classes.
