Do you have any animation experience at all? You should check out this thread http://www.newgrounds.com/bbs/topic/1204483 where it was a lot of tutorials. In my personal experience on learning animation, I watched videos of "animator's survival kit" and I swear by it because it teaches the the very basics. If your totally new, I recommend you doing small exercises until you feel comfortable enough taking bigger projects. Animation is hard to grasp if your completely new but its a rewarding experience.

This video will give you some helpful advice. As for what I have to say, onion skinning is essential for frame by frame animation, also if you can get keyframe caddy. Also get into the habit of turning things into symbols, especially mouths. You will turn lots and lots of mouths into symbols.

You definitely need more practice. You can save your practice animations on your newground animation storage called "dumping grounds" and post it here http://www.newgrounds.com/bbs/topic/1213240/29 to get feedback. People tend to help if you point out the specific problems yourself. You can start out with a simple bouncing ball animation to focus on the timing.
