Quick question

What's the best game developing tool that most popular creators in newgrounds use and is cheap or free. Hint:I am not poor I have a big house it's just that my dad doesn't want to get me an expensive game developing tool for example like flash.

I hate to break it to you, but there really is not free substitute for flash. You can try "The Games Factory" but most of those games don't turn out too well.

Umm what about flip boom from toon boom does that work for newgrounds?

Most of the animation software that Newgrounds supports is Listed here in the Newgrounds wiki (Just go to community > wiki > about newgrounds > animation and development tools). I don't know of any other software that NG supports.

Usually any substitute for Flash that's free or doesn't cost much is sub-standard, just get Flash.
