I have a windows film maker file and I want to change it to a flash movie file (so i can upload it to newgrounds) Does anyone know a good free/easy/fast program/technique on doing this?

Export as movie format (mp4, avi, etc.) and import and embed it in the flash project.

You export it with windows movie maker. You open flash, import that file, put it on the stage with the same size canvas as the video, export it in flash as a movie file and then you're done.
