That would be awful. The direct competition between Sony and Microsoft forces them to cater to consumers in ways they would not if there was only one hardcore console.

Well, any PS3 users know of any PS3 exclusive games you would recommend? Besides the Uncharted games, the infamous games, LBP games. Already have them. Dont really care for non exclusive games either.

This seems like silly hyperbole to me. Microsoft is too large and influential for anything this potentially damaging to become a reality.

Anyhow OP, this would not ban XBOX360 in the US. This would ban the IMPORTATION of XBOX360 into the US. This means that the last stock on the shelves currently in the US would be just that. The last stock on the shelves. No one is going to stop you from possessing one or buying one from your pal.
