This came out much better than it should have, because I actually sketched out shapes first, then roughs, then finals... But the problem seems to be that when I sketch shapes even then it's difficult to keep them consistent, and you get the small jumps as seen here.

Idk. 24 fps. The 'jumpiness' i mean by the change in shape not framerate

It looks pretty good, but I think there are some unnecessary frames in it. If you are trying to have him move his head slowly then you really need to be sure that each frame follows the previous one correctly. If he is moving quicker, just delete some of the frames that don't match up as well.
