I agree with the sentiment - to try and enforce some kind of requirement for a review. In my mind, forcing it on downloads would be sufficient. If you're going to own a copy of the music for nothing, you should at least let the creator know whether or not you actually like it...and why. Maybe just require a vote on a download... *shrug*
Sometimes, I don't have anything significant to say (other than "loved it"), but I still want to 5/5 a song. Maybe require a review if the score is less than a particular rating (3/5 would be my first inclination)? That could seriously cut back on zero-bombing too.
Also...why are the review-rating and the item-rating two different things? Those should be the same thing in my mind...what kind of sense does it make to 1/5 a song, then leave a review with 5 stars? This is possible in the current system...
