Flash or PS for drawing characters?

I'm still a newfag, so don't be mad if i sounds stupid.
I know that flash is for cartoons, but for drawing characters, and only drawing, not convert them into animation. Which one will be best, because i'm seeing people using each one of them, but i want your opinions. And why it is best in your opinion.

If you want to use an external program to import characters into flash I recommend using Illustrator.

Photoshop and other programs like Illustrator are much more powerful when it comes to drawing. They have better drawing tools than flash will ever have, but it's not impossible to make great drawings in Flash, look at Matt-Likes-Swords' art. Last time I checked all his digital stuff was made in Flash.

Ah, so i can draw all my shit in Illustrator and then import it into flash, and use it like it was drawn in flash?
