No way is "better".
Whatever way you are able to best tell your story/make your game/animate your character/whatever is the way you should use.
i once made somethin frame by frame, it ended up being good, but i heard about tweening in most tutorials
but i dont see how it helps

For sprite movies, hell yeah.
But for cartoons, nope.
Draw every frame if you're making a cartoon.
Motion Tweening is smoother than normal frame-by-frame work,
tweening makes animation easier, not better

Harry Partridge's "Jimmy Tickles' Magic Pickles" was made almost entirely out of tweening so it can look almost as good as FBF if you do it right.
I rather watch a nicely done tweened animation than a mediocre frame-by-frame one.
Frame-by-framing is hard, it might looks better but that's if you do it right. If you suck at drawing or animating, you should start with tweening and then add fbf here and there. With time you'll get more comfortable and you might start adding more and more fbf.
Now let's be realistic, you're not a huge studio, you're just a single guy doing the whole animating. Making a 100% fbf animation is really hard, it takes time, you'll probably get tired of it and kill someone in the process. Just try to combine fbf with tweening first, maybe with time you'll get enough resistance to handle more fbf till you become the next Happy Harry.

Just do whatever works best for you. I like to use a combination of FBF and tweening.

Frame-by-frame is much better then tweening. FBF is also much easier. Tweening is really hard, and it does only look good if it's done by professionals. If you're new, do FBF.
