Yes because it was made in Japan.

Actually just because a cartoon isn't made in Japan doesn't mean it isn't anime. Anime by definition is any cartoon that has animation in it. So Avatar by the definition is Anime. Also Japanese animtion doesn't have to be made in Japan to be considered Japanese anime. The person themselves can be Japanese and make the cartoons following that format and it would be still be considered Japanese anime sense the person making it is Japanese.

Some people confuse Avatar: The last airbender with anime because its been a looooong time since cartoons have been drawn with quality in mind.

Also, it does have to do with nationality only, as "Anime" is a word that basically means cartoon in Japanese.

The defining characteristics of the two draw into cultural art. Ghost in the Shell was a major definer of future anime.

Also, if you look into the past, some anime and cartoons bared a resemblance so close you couldn't tell the difference sometimes.

Nope its based on nationality. Avatar is majority American animation anyway with hints of anime influence particularity during comedic moments.

In Japan, all animation is anime. However here in the west, most of the time when people refer to Japanese animation as Anime, to help differentiate it from the western cartoons. So if you live in the west, a show like Avatar although influenced and in the style of Japanese animation, is not anime.
