The problem is that things like this don't really do much to raise awareness.
If anything, this does more harm than good with all of the ignorant people suddenly believing that they're environmental heroes who have accomplished something by turning a few lights off for one hour of one day and then spending the rest of the year doing absolutely nothing different.
The likelihood of this bringing about any legislative change is low considering this only shows that people really don't care about any type of conservation other than 25 hours of the year in which they feel obligated to.
If you care about conservation then the best thing you can do is contact your lawmakers and convince them to make stricter environmental laws. This will bring about actual change. Real change that won't be convenient enough to only occur during a predefined 25 hours
