Most of the villains I consider good have come from tabletop games I've played.
But I'll just go with the old stand-bys; Ozymandias and Joker.

That's why he's a good villain, because you can relate to him. A villains whose motives make sense is always more engaging than "LOL, EVIL FOR THE SAKE OF EVIL. WATCH ME EAT THIS BABY!"-type villains.

Which is why Magneto is one of the best villains. 9 times out of 10 he's actually teaming up and helping the X-men...

True, Magneto is one of the best comic book villains. Even when he is just blatantly being evil it's rarely (If ever) just evil to be a dick, he usually has some over arching plan for it all.

Well I always seen him (and all of the watchmen) more as anti heros.

From recent years I thought the interpretation of Loki in the Thor film was really well done. He wasn't a 1 dimensional bad guy but a character struggling with his identity and who he wanted to be (Jotunn or Aesir). I don't think their was any point in the film where you thought he was beyond redemption.
I'm looking forward to seeing him in the avengers and more importantly Thor 2
