Because picky-ly applied makeup, fancy hair style, and a clearly well thought out outfit implies that the girl is prissy and girly, while a lazyish appearance implies being laid back and boyish. A girly girl on a lazy day could probably pass for a tomboy.
It's like a uniform, almost. There's no real proof that it has anything to do with their personality, it's just up to you to deduce what it might mean about them.

Has it ever occurred to you that some people simply don't need to try hard? They rely solely on their genuine looks and physique, which is sufficient enough to make them appear desirable. They are the type of individuals who don't seek others approval. They are comfortable with themselves and don't need to conceal their flaws. They don't rely on superficial things to try and make themselves look good. They live for themselves and aren't interested in being put on pedestals. Additionally, having a laidback demeanour doesn't imply not giving a shit about anything. It just means that you're not the type of person to take trivial matters and blow them out of proportion. Being laidback means that you live for the moment, you seek every opportunity in the world to improve your life and you are just genuinely comfortable with life.

It's not only a matter of being comfortable with life, it's about being comfortable with yourself. A person who devotes an incredibly ridiculous amount of time on refining their physical appearance and constantly trying to make themselves look good is just somebody that's not entirely happy with themselves and is always seeking a way to try and fill the void of inadequacy within them. If they truly didn't care about their physical appearance and what other people thought of them, they wouldn't bother investing so much time on making themselves look so good. Some people just need minimum effort when it comes to it, at least that's how I perceive it. Feeling comfortable in your own skin regardless of what you wear is the best feeling ever. It allows you to feel liberated, and comfortable knowing that what you are on the outside is representative of you. You don't need superfluous things to define you. At least you'll know who you are at the end of the day.

Unless you're ugly it doesn't take a ridiculous amount of funds or time to make yourself look good. Going shopping, getting your haircut/shaped up, tanning, working out, applying makeup, these things aren't all that time consuming.

I look good regardless of what I wear, but when I look this good why should I dress like I don't have money to spend?
Not everyone who looks good is defined by their swag, but it does play as big a part in their lives as their good looks and their hair. It's just something people enjoy, it doesn't make them arrogant or materialistic. Even the most dull looking tom boys would enjoy shopping.
