i dont see any problem with smoking while browsing NG, its not like others also browsing NG are going to get secondhand smoke from you or anything.
now smoking at the NG HQ/NG offices, thats another matter. I dont know the rules down there, so smoking may or may not be allowed down there(or up there, i forget).
finally, if you mean that as in promoting it through flash and games, i'd be cautious, but wouldnt worry too much. if youre really not sure, maybe try asking an admin, see what kind of response you get(if any), and then go from there

but then again, who cares?
