The songs in the portal are free for use with games right? I mean you don't owe them a percentage mandatory...

Licensing Terms: Non-commercial
You may not use this work for commercial purposes unless you make specific arrangements with the artist.
It's in the legal code, so no you can't simply take music from the portal for a game that's making profit unless you make arrangements with the composer(s) in question. If the game is not a commercial production (as in you're not making a profit) then I don't believe it applies, though you still need to give credit where it's due.

That is true under the creative commons license if your game is going to be free to play the music is free to use, if you plan on making it a commercial release, then you will have to contact the music submitter to come up with a new agreement between the two (or more) of you as to how profits will be shared.

If you don't have ad revenue enabled you won't get any money from the ads so it's irrelevant. If you DO have ad revenue enabled and you get visitors clicking on the ads in your flash which gets you money, then you need to share the revenue with the artist according to the agreement specified.
So like if you have ad revenue enabled, you put ads in your flash and you get a song from the Audio Portal by User1, you should first contact him, discuss what share he'll get (say, 10%) and then before submitting your flash, allocate a 10% revenue share to User1.

10% for the musician is a pretty standard share. If the composer is doing custom music for you, it might be nice to make it a little higher. Really depends on how much you value the music / how important it is to your game.
Usually, you don't need to bother negotiating: if you're using pre-written tracks from the AP, just do the 10% rev share and the composer will usually be quite content with that. Because, y'know, MONEY!
