It's their special way of marking that their posts have power and authority behind them, and especially necessary now that the special pictures from before this redesign have been replaced with their level icon (which is much smaller than before) just being a tank or something, thus making it less directly obvious that Tom's or Wade's voice is the voice of power. Of course, the extra-white text sticks out better on the black than it did on the previous gray background, so it balances out.
It allows them to stand out more so you know who is actually in control of this website.

I think I noticed 11 years ago or so.
The first time I saw an admin post I noticed that, it reinforces that we normal users are inferior to them.

No, I haven't noticed, mostly because it is so minor and irrelevant that the fact that their posts are whiter has literally no effect on me at all whatsoever
