It depends on what you want to do, but I would recommend GIMP or GimpShop, which are both free image editing programs that offer a decent variety of tools to make digital drawings and paintings. I've used GIMP for several years now and I've got no complaints other than the lack of CMYK support. There's a little bit of a learning curve, but it's free and there's lot of tutorials out there.
If you're just looking for something to do some quick image editing like changing the contrast or upping the saturation, I would recommend IrfanView. It supports a bunch of different file types and it offers a quick and easy way to adjust certain levels on a picture. As an example, I'm posting what your latest sketch looks like after I opened it up with IrfanView and used the AutoAdjust Colors function.
