Although, these are two fairly different games, so you might just want to weigh up the pros and cons and decide based on what YOU want out of a game.

Skyrim's the better game on paper. It's a gigantic open world filled with content that you can wander around for hours without really accomplishing anything. It's a massive amount of content for you money. Some people don't like that kind of openness though. Arkham City offers a more tightly focused affair in a smaller sandbox area. Plus you get to be the goddamn Batman.

Meh. Skyrim has a lot of boring stuff, but Arkham City has a decent amount of really entertaining stuff.
Well I managed to sink 210 hours of game time into Skyrim in the first month it was out and didn't get bored of it once, I never wanted to get off of it. I haven't played Arkham Ciry, but Asylum was quite a lot of fun. I much prefer and recommend Skyrim though.
Arkham City because its a better action game.

Skyrim hands down. No like really just fucking forget about Arkham City. It's a good game, but a pile of shit compared to the pure epicness of Skyrim. I MEAN YOU GET TO KILL FUCKING DRAGONS.....need I say more??

because the combat is more interesting and the world doesn't feel dull and occasionally lifeless.

If your on a console, Batman, get Skyrim on your PC, because apparently the console version has been having lots of problems.

Well Arkham City will offer you a very fun dark game revolved around Batman. A good game for anybody's collection.
Skyrim will offer you a good story and many sidequests to get involved with. Shoot in the latest issue of Game Informer there is an Adventurer's Guide in there to get you started with.
However I would suggest you pick up Deus Ex: Human Revolution. There are different ways you can play the game, you can either bust in and take people out or be stealthy (like the games you have mentioned here). There is also an upgrade system for your character (like with Skyrim). Many different cool weapons to play with (like Arkham City), as well as a dynamic story with sub-stories thrown in (like both games you mentioned).

And if you haven't played the original i highly recommend Arkham Asylum.

I haven't played AC yet but if it's anything like AA than I'm sure it's awesome. Skyrim is an awesome game and I'm sure you'll end up getting a lot more hours of play out of it compared to AC because there is just so much shit to do in Skyrim. Although, Skyrim is probably more glitchy as well. Personally, Skyrim hasn't been too glitchy in my experience, but the glitches I have experienced have been annoying (game occasionally freezing on loading screens and getting laggy in certain areas). The glitches haven't been bad/abundant enough to ruin it for me though, just detract from the experience a bit.
You'll probably be pleased with either game though I'm sure.
Skyrim. Arkham City was a big mistake for me, I couldn't get into it at all (I loved Arkham Asylum).

Well not because I know, but I think Arkham city has a better overall story, whereas Skyrim perhaps have better game play and more liberating gameplay. But since they are very different in both story telling and game play it all come down to what you like better in a game.

Also this came to mind, if you have a PS3 then buy Arkham city. Skyrim s better in the PC version we have heard it, but it is not bad in the XBOX version either, at least not as bad as it can get in the PS3.
So if you were looking for getting one of these games to the PS3, then I recommend you get Arkham City.

Skyrim has a way better replay value. Don't get me wrong, Arkham City is an amazing game as well, but if you want more value for your money you should go for Skyrim.

also, if you have a good enough internet connection, may I suggest you try onlive's demo service for both games? it's the full game for 30 minutes. that should be plenty of time for you to figure out which one you like best.
Arkham City and Skyrim were both great games that you will spend hours upon hours in. But, Skyrim pulls out ahead and you can have multiple playthroughs with different kinds of characters meaning the game will never get old.
