Say if one was to hypothetically make a non-commercial music animation vid of a licensed song from 5 years ago, would copyright laws be an issue?
Purely fan-made animation to go with the song. Not-for-profit or anything of the like.

It's a Jpop song by the way from an old anime I fancied.

Copyright material isn't even allowed on Newgrounds. So it wouldn't last that long till it gets removed

If you're going to put the entire song, it's a no. If you're using the 10% percent of that song (or probably not the entirety of the song), it's a yes as long as you credit the artist of the song. You could check out the NG's Laws and commandments if you're still unsure what are allowed here.
