As far as blacking out, Wikipedia and Reddit are the only ones I know so far. Google is doing something for it but it's not blackout.

Again, I'm glad your going through with this Tom. Surely some questions will be raised with the blackout of this site and others and then the lot of people will know what what SOPA and PAIA are about.
