I want to know, what sofware I can use to be able to create scenes like this game, because I want to do a flash game, but With a cool design like that..
I Know that I need to have much experience, but i want to know first what is the best software to start with this...
A lot of people here in newgrounds develop games with a design like that.

This particular game looks like the graphics have been done by editing actual photos. So you could try to acquire royalty free stock photos for the scenes you need or take the photos yourself and then edit them in programs like Photoshop or as a free alternative Gimp.
