I know where not allowed to post photos in the art portal but can we post image manipulation images?

Not really, you're either
- Manipulating somebody else's work (Stealing ... but in the nicest way possible), or
- Messing around with a photo (photography).

You can upload your image in your next post, so we can see what you're talking about.

No, this is not valid for the art portal, you have used other peoples work/photos to create a picture... all you have done is put it together.

as pointed above the art portal is for original artwork you have created.
