We are trying to put those games in the machine
1- Street Fighter
2- Metal Slug
3- Mario
4- Pac Man
5- Marvel VS. Capcom
6- Newgrounds games
Is it possible to put everything together?
What are the necessary materials to make it?
Where I can see a tutorial teaching how to make the controls, arcade table, etc?
I want to make one like this!

Whilst I don't know how to put an arcade together, you can follow this thread:
Abobo's Big Adventure Arcade Build
As with the games, you're gonna have to ask permission from the creators to use them, or buy a copy.

I've found these webpages, that give you an inventory of that you've got to do.
HowStuffWorks
TMSoft.com
Sadly they're using ROMs and emulators, which are associated with illegal piracy and thus not allowed for discussion on the NG forums. Hopefully you can acquire the games through more legitimate means.

Everything is made from an old PC? I would have to open the machine and turn on/off all the time that i want to play it?

Unless you're an electronics whizz, then yes.
(You're not going to play Newgrounds games without a PC and net connection, anyway)
It's like how a puppet show needs a puppeteer: it needs one to get running, but if you could see the bloke pulling the strings the show would be shit.
Here's another link, which basically says the same stuff as the others:
IGN
and here's the MAME website.

Is it possible to make an Arcade Machine without an old PC? or to program the PC to instantly run the game when it is turned on?
Well, most arcade units actually read the game off a specific circuit board, and you can buy those online on like ebay and stuff, and then just install them into the cabinet.
A circuit board may go for between $50 to $400, whereas a full arcade cabinet runs anywhere from $800 to $3200.
I know this because I was curious at the costs of buying an arcade cabinet. The more complex the game, the more expensive the cabinet. Gun games cost more than regular arcade games, and the most expensive I've seen was for Time Crisis 3.
