is there a limit to how cut a bank note can be? because if it was hanging on by a thread it surely should be valueless

Just buy something from a dopey shop assistant, i'm sure you can find someone who will take it.
As far as I know there is no official limit, however occasionally I find notes in my wallet that are pretty scrunched up and often ripped and generally I'm able to use them. It's all down to the individual shopkeeper or such, a few months back I recall having a note with a huge rip going a little over half of the way through and using it perfectly - it certainly seems to be easier having them accepted than Scottish money.

Stores are SUPPOSED to accept it as long as you have more than noticeably more than half of the note (so you can't rip them in two and try to use it as two notes), although I think you'd be pushed to find someone who actually would. A tear in a complete note should be no problem.

Because surely if you found two halves of a bank note (maybe not of the same piece) and celetape them together or hand them into a bank they could use their magic shit to fix it up again or replace it.

If you live in the U.K, take it to a bank and they'll usually swap it for a new one unless it's totally destroyed. And by that, I mean "in several pieces", so a single tear should be fine.
I've no idea what the rules on exchanging crappy banknotes are in other countries, though. If you're not in the U.K, it might be worth taking it to an exchange bureau, but no promises on what they'll do for you.
Just tape it. As far as I know it should still be considered legal tender.

I was a cashier at a gas station and I would help customers tape their money back together before the payed me with it. I gave ripped money as change to lots of customers and never had a complaint.
