if somebody has not done anything with there account and never used it once
and has not logged in in 20 years then maybe they should send the person who owned it an email
telling them that there account may be deleted giving them the option to tell them not to delete it
maybe keep the inactive accounts from before 2001 because they are a piece of history
this is not a matter we should concern ourselves with untill 100% of all new accounts are pure incomprehensible gibberish
