Well, humans are just as a part of the 'survival of the fittest' as any other animal. So that cat falling into that persons grasp for snake food does kind of count.

Regardless of what is and isn't to be eaten, this guys an asshole. The fact that rats are cheap and readily available (especially when compared to a cat) and eating/feeding pet animals is socially unacceptable just shows that he didn't do it for any other reasons than attention and whim.

Yeah, but they're usually dead by the time they are fed. Feeding a live animal to a pet is a little on the cruel side - if the owner wants to have a real wild pet, he should just invest in an adoption scheme.
Someday, karma will rear its head and this guy will probably get eaten by the same python. When it does, I'll laugh my arse off.
