Depends on what end of the sword you're on.
If you're trolling, it's normally a way to get quick laughs and piss people off.
If you're on the receiving end, depending on how big the troll is in question, I imagine it must be pretty fucking horrible. (No, I'm not talking about silly little pranks, I'm talking about massive cyber-bullying, severe facebook trolling, etc;)

Actual trolling is doing something innocuous or silly or something that anyone thinking about would see is clearly a joke and deriving humor from the ridiculous, overblown reactions it evokes.
