Nope, not with the paint program that came on my hackintosh atleast. If the image is on a website you can do that, but not in their paint program. I can't even find an option to set a picture open in the paint program on my hackintosh.
Actually, now that I look at it. It seems my hackintosh didn't come with a paint program but just something called preview. But I believe even on windows preview you could set an image as a wallpaper on it still.
