I barely see abstract art in the Art Portal. Does that mean no abstract stuff can be in the art portal?

No, it doesn't. Newgrounds is a place that just generally attracts different kinds of artists, so there isn't much exploration into the realm of the abstract.
Also, sometimes people who do that kind of thing aren't scouted because you have to be of a certain level of quality to get into the portal and it's difficult to judge quality in abstract art.

I think its pretty safe to assume not considering all the hits I got on a search, oh, and then their is this dA profile.

Putting aside that he has one filtered image His stuff, and I say that cautiously, seems to fall more in to the extreme side of graphic arts rather than abstract.

This one is the closest you have to actual abstract
The rest are just brushes, Nothing for the imagination to really make something out of, nothing to really interpret.

Abstract expressionism comes pretty close to that I imagine but the shapes and representation are a little more clear.
