Need help on running animation.

No, not the normal animation but the running style that is displayed in Anime, usually when making a joke. The character usually has his/her hands flowing in the back by the wind and you can't see their feet. It is very oldschool sonic style, where is is bowl shaped and you can just see parts of their feet fluttering about. I have no reference of this. Anyone having a hard time understanding what I'm saying?

Hmm, I think I know what you mean, but tbh I think the best thing you can do is use your reasoning. Think about how the arms would move because of the wind, at what speed ect. Maybe for the legs the actually animation of them would be pretty simple, but you'd have to animate the ground around them in order show what effect they have on the environment. Alternatively, you could just conduct a study of the animation type by downloading a clip of it, pausing it in half a second intervals, drawing what you see and using those frames as you breakdowns or keyframes.
