I'm a 19 year old male and I have a sister who is ten years old. She is adopted and had a bad past (she actually lived at an "orphanage" for the first seven years of her life and then was tossed around a couple foster homes.) She is a really sweet little girl and you can see the halo around her head, I swear. That's exactly the reason that we officially adopted her. She's not one of those Barbies/MLP/Bratz/Princesses loving girls, she loves to go to the park and play, and she's really attached to me. I'm telling you this so you have an idea of her character, she's an innocent angel, which is why I have no idea what to do.

My sister's room is adjacent to the upstairs bathroom that we both use. I just found out that she sneaks peeks of me while I'm in the nude. She doesn't know that I'm aware of this. I don't know what her intent is, is she just curious about men or does she have a "big brother" complex? Should I tell my parents about this, or just hope she grows out of it without embarrassing her?

I'd say that if it persists, try talking to her about it instead of telling the parents. If it continues to go on, then I'd recomend including the parents. But give her a chance to outgrow her curiosity or at least figure out about the internet first.

okay you have a several options but i'll just give you the ones that actually matter;
1. go into the little sister complex route that many people without sisters seem to dream of.
2. don't do anything and let it come to you(tends to work best when you simply dont care)
3. discussion with sister
4. same as 3 but with parents instead
5. show her the world of NG and she'll turn alright after a few years and turn into the most known newgrounder to exist

This. Like Alpha said, she's fairly young so she's probably genuinely curious of the male anatomy. Make sure she knows what she is doing is inappropriate and that she should respect other people's privacy.

Create an analogy she could understand. Maybe you could tell her why it's wrong by hypothetically "reversing the tables"?

Honestly it is perfectly natural. We're all curious at those young ages, I know I was. She SHOULD grow out of it on her own. All you can do to make sure is perhaps change your shower times for when she isn't indoors or when she'll be asleep. That should help speed things up, but yeah I wouldn't worry too much about it. She's just curious and has an opportunity to answer that curiousity. Give her less chances to and you'll be fine.

Personally I would advice against the guy confronting the sister about it. Chances are she could feel really really horrible once shes caught out and told off for watching and it might have an adverse effect on her. She may start to believe that looking at a naked body is wrong and it could effect her mentally as she grows up if she tells herself that now.

He's best just making sure she has no opportunity to continue looking.

Masturbating is completely different to watching someone else naked though.
