I can't pretend to know really, likely just gags from the writers/artists. I'm just like a moth to a flame when it comes to homosexual subtext.

If you're into the whole Marvel vs. DC thing, you could believe it was mean to be a counter to Iron Man/Tony Stark's vices, homosexuality vs. substance abuse.
Stark's drinking problem made him more of a real character, which attracted viewers, so maybe someone thought maybe making Wayne gay would reel in some readers too.

...Or maybe it was just to see how long they could get away with it before some censor got butthurt and demanded change.

Well I can't pretend to be really into the comic scene so what you just said went over my head a bit to be honest :( Way I see it, most of these (and not just in Batman comics) inappropriate panels come from like the 60s or 70s. I don't think the artists really gave a fuck so much and there just liked to see what they could get away with. I could be wrong though.

I'm not exactly an expert on it meself, but 60's-70's Iron Man was an alcoholic, and later(when the writers got really bold) a coke fiend. The fact that they got away with it pretty much opened the door for everyone. I'm pretty sure the latent homosexuality in Batman preceded all this, but maybe the marketability of Stark's flaws encouraged Batman's writers to turn it up a notch.
